What the ninth division is
Each sign is cut into nine parts of three degrees twenty minutes, and each part maps to a sign. The Navamsa is the chart of where every graha's part lands. It is read beside the birth chart, never instead of it: a graha strong in the birth chart but poorly placed in the Navamsa is the classic case the division exists to catch. Because the division is fine, it is sensitive to birth time — a few minutes can move a graha into a different navamsa, so an approximate birth time gives an approximate D9.
Why does the Navamsa matter for marriage?
Classical practice reads the ninth division as the chart of the partner and of a graha's underlying condition, so it is looked at alongside the birth chart for marriage questions. This page gives you the placements; it does not read them for you.
How exact does my birth time need to be?
More exact than for the birth chart. A navamsa is three degrees twenty minutes wide, so the Moon crosses one in about half an hour and the lagna in about thirteen minutes — an approximate time gives an approximate D9.
