Why this page asks you for nothing
A transit is a fact about the sky, not about a person: at any moment every graha is at one longitude, the same for everyone. So this page takes no birth details and no city. The one thing that genuinely varies by place is the lagna, and there is no lagna here — which is exactly why this page cannot tell you what the transits mean for you. For that the transits have to be read against your own chart, which is what the kundli and horoscope pages do.
Are these sidereal or tropical positions?
Sidereal, with the Lahiri ayanamsa — the frame Vedic astrology uses. Western software will usually show a sign later for the same moment, because it reads the tropical zodiac.
Why is there no city field?
Because it would change nothing. A graha's longitude is effectively the same from anywhere on earth; only the lagna depends on where you are standing, and this page has no lagna.
What does retrograde mean here?
That the graha appears to move backwards against the stars from earth. It is an apparent motion, not a real reversal, and this page reports it without attaching a reading to it.
