Each city's own time on the date above. It moves with the city's sunset, midday or moonrise.
The night before Holi, when the Holika fire is lit. It remembers how Prahlad, a devotee of Vishnu, came out of the fire safe while Holika burnt. People go round the fire, offer new wheat, coconut and gulal, and take some ash home. The fire is lit after sunset on Purnima, but never while Bhadra is running, so in some years it waits till Bhadra ends.
