Meaning
Twelve syllables — hence dvadashakshara. The meaning: a bow to Bhagavan Vasudeva. It is the root mantra of the Vaishnava tradition — in the Bhagavata, Narada gave this very mantra to Dhruva. It is a mantra of refuge — for when nothing else makes sense.
How to do the jaap
Special on Thursdays and on ekadashi. Regular jaap on a mala of 108; the tradition asks for it slow and with its meaning in mind — attention over count.

Is this the same as Om Namo Narayanaya?
No — both are Vishnu's mantras, but different ones. Narayanaya is the eight-syllable ashtakshara; Vasudevaya the twelve-syllable dvadashakshara. Both stand tall in the tradition.
